Decoding IEP goals: write the next skill, not the whole phonics chart
Most decoding goal banks hand you 40 goals and leave you to guess which one fits. The guessing is the actual problem. A decoding goal only works if it targets the next skill in the sequence the student has not acquired — which means the goal falls out of the baseline, not out of the grade level. Below: the skill sequence with the error that signals each stage, 12 sample goals mapped to those stages, the measures that produce honest data, and the five goals to stop writing. All sample goals are invented for illustration.
Decoding, phonics, and fluency are three things
Teams write the wrong goal because the words get used interchangeably. Phonics is the instruction — the letter-sound system being taught. Decoding is the student applying it to read a word they have never seen. Fluency is rate and accuracy on connected text once decoding is reasonably secure.
The diagnostic question is what happens at an unfamiliar word. A student who reads it slowly but correctly has a fluency need. A student who looks at the first letter, glances at the picture, and produces a plausible different word has a decoding need — and a fluency goal will buy them a year of practice that does not transfer. The skill sequence, and what each breakdown looks like
Find the first row where the student is not solid. That row is the goal. Everything below it is next year’s conversation.

Sequences differ slightly between published programs — the order of vowel teams and r-controlled vowels in particular. Use whichever sequence your school’s program follows so the goal, the instruction, and the probe agree with each other.
Baseline: a skill location, not a reading level
“Reads at a first-grade level” is not a usable decoding baseline. It does not tell you what to teach Monday, and it cannot be re-measured precisely enough to show progress in November. What you want is a sentence naming which patterns are secure and which are not:
On a decoding inventory administered 09/12/2026, [Student] read closed-syllable words with 95% accuracy (19/20) and words with consonant digraphs at 90% (18/20), but read vowel-team words at 40% (8/20) and r-controlled words at 35% (7/20). On nonsense CVC syllables [Student] scored 22/25. Running-record error analysis across three passages showed 11 of 14 errors occurred on words containing vowel teams.
That baseline writes the goal for you: vowel teams, and the measure is already established. It also supports the present-levels statement, since it describes how the disability affects involvement and progress in the general education curriculum (34 CFR § 300.320(a)(1)). One note on nonsense words: they isolate decoding from memorized sight vocabulary, which is exactly what you want diagnostically. They also make some parents uneasy when they appear in an IEP goal. The usual resolution is to write the goal on real words in the target pattern and list the nonsense-word measure as a data source — but decide deliberately and name the measure in the goal either way, because an unnamed measure produces progress reports nobody can defend.

Every goal below is invented for illustration — not taken from a real student’s IEP. Swap the pattern, criterion, and date to match your baseline and your reporting calendar. Each one carries the four parts a measurable annual goal needs: condition, observable behavior, criterion, and stated measurement method (34 CFR § 300.320(a)(2)–(3)).

Benchmarks that step through the sub-skills
If a student needs vowel teams, the annual goal names vowel teams and the benchmarks sequence them — rather than splitting the year into four separate annual goals. A sample progression for the vowel-team goal above, again invented:
- By 11/2026: reads words containing ai, ay, ee, and ea with 85% accuracy on a 20-item list across 3 consecutive probes.
- By 02/2027: adds oa, ow, and oi, reading a mixed 20-item list at 80% across 3 consecutive probes.
- By 05/2027: reads a mixed 25-item list covering all taught vowel teams at 84% across 3 consecutive weekly probes.
Benchmarks are required federally only for students taking alternate assessments (34 CFR § 300.320(a)(2)(ii)), but several states require them on every goal — Maryland, for example, under COMAR 13A.05.01.09A(1)(b). See the Maryland IEP requirements guide if you write in a state with that rule.
Making the data survive a real school year
A decoding goal is easy to progress-monitor and easy to abandon. Three habits keep it alive:
- Build the probe when you write the goal. If the 20-word list does not exist in September, the first data point will be collected in January from memory.
- Fix the schedule in the IEP. The IEP has to state when periodic progress reports will be provided (34 CFR § 300.320(a)(3)(ii)). Set probe frequency to match — weekly or biweekly probes make a quarterly report a two-minute job.
- Score errors, not just totals. A 14/20 tells you the goal is not met; the error pattern tells you whether to reteach the vowel team or move to flexible trial. Our progress monitoring guide and data collection sheets cover the recording formats.
One last alignment check: the services attached to the goal must be based on peer-reviewed research to the extent practicable (34 CFR § 300.320(a)(4)). A decoding goal paired with a service line reading “30 minutes reading support” leaves that requirement unaddressed — name the instructional approach. Common sources are a decoding survey or phonics screener that reports mastery by skill (closed syllables, digraphs, blends, vowel teams, r-controlled, silent-e, multisyllabic patterns), nonsense-word measures that isolate decoding from sight-word memory, and error analysis of a running record showing which patterns break down. The baseline you want is a skill location — 'accurate on closed syllables and digraphs, 40% accurate on vowel teams' — because that tells you what the goal should target next.
Should decoding goals use nonsense words?
For measurement, often yes; for the goal statement, be explicit either way. Nonsense words separate decoding from memorized sight vocabulary, which is exactly what you want when the question is whether the student can apply a pattern. The trade-off is that nonsense words are not the point of reading and some parents object to seeing them in a goal. A common resolution is to write the goal on real words in the target pattern and use a nonsense-word measure as one of the listed data sources, or to write two goals with different measures. Whichever you choose, name the measure in the goal so progress reports are unambiguous.
How many decoding goals should an IEP have?
Usually one, sometimes two. A single goal aimed at the next skill in the sequence, with benchmarks stepping through sub-skills, does more than four parallel goals covering the whole phonics chart. Four goals means four data streams to collect all year and four progress statements to write every reporting period, and it usually signals that the team could not decide what to teach first. If your state requires benchmarks or short-term objectives on every goal — Maryland does, under COMAR 13A.05.01.09A(1)(b) — put the sub-skills there instead of splitting them into separate annual goals.
Can a decoding goal be written for a middle or high school student?
Yes, and it should be if the data show a decoding breakdown — the skill sequence does not expire. What changes is the material and the framing: multisyllabic word attack, morphology (prefixes, suffixes, roots), and flexible vowel-sound trial become the targets rather than early single-syllable patterns, and the reading material should be age-respectful. The most common error at secondary level is writing a comprehension goal for a student whose actual barrier is word reading, because comprehension is what the content classes are asking about.
What makes a decoding goal legally defensible?
It has to be measurable, it has to state how progress will be measured and when periodic reports will be provided (34 CFR § 300.320(a)(3)), and the services attached to it must be based on peer-reviewed research to the extent practicable (34 CFR § 300.320(a)(4)). In practice that means a goal a substitute could score the same way you would, a named measure with a stated schedule, and a specially designed instruction description that identifies the approach rather than saying 'reading support.'
